A location shoot in Panama, where both excellent support services and tax incentives are available, will permit a very efficient production schedule. Also Panama uses the US dollar as its currency, so there is no concern about fluctuating exchange rates. A small second unit in San Francisco and/or London is also contemplated; but all the interiors including London, Miami, San Francisco would be completed in Panama.
$3.5 million or half of the total budget is reserved for the director and lead actors.
Since the part of the mysterious South African, Van Stratten, is a proto-typical villain in the classic Hitchcock mold inspired by the likes of James Mason in North by Northwest or Joseph Cotten in Shadow of a Doubt it should hold considerable appeal for an experienced actor/director.
Once this position is set, the fees allocated for Thierry Holbert, Charlie Kendall, Detective Alfaro, and other featured parts in the budget should be more than enough for the actors in the prospective cast lists.
Given an expected mix of American and European names and the genre appeal of a Hitchcock-style thriller set in an exotic locale, even conservative box-office and/or ancillary sales should permit recoupment of the Net Cost.
